Job Description

Working Title: Project Manager
Program: Administration
Reports To: Deputy Director
Employment Type: Monday- Friday 8:30 a.m. – 5:00 p.m. 
Location: Onsite, The Dalles (May be required to work in Wasco, Hood River, and Sherman Counties)
Pay Range (Dependent on experience): 
$7,191-$9,109/month

FLSA Status: Exempt

Description:
The Project Manager executes and manages strategic cross-functional projects, including timelines, deliverables, and coordination of project teams. This role will own projects from inception through completion, while collaborating with various levels of Agency staff and external stakeholders to meet desired outcomes.

Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons / consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more.

Job Specifications: Any combination of education, licensure, and experience that demonstrates the ability to perform the position’s essential responsibilities. This includes:

  • Bachelor’s degree in Healthcare Administration, Business or related field.
  • Two (02) years of relevant project management experience.
  • Prior project management experience in a healthcare environment preferred.
  • Demonstrated ability utilizing various project management tools.   
  • Experience with Lean or Six Sigma methodologies in a professional environment preferred. 
  • Project Management Professional (PMP) Certification preferred. 
  • Must possess a valid Oregon or Washington Driver's License, maintain an acceptable driving record and be insurable for travel between office and community locations, work/project sites, and for meetings and/or trainings.
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 to 407-007-0370
What you'll do:

  • Manage the execution of one or more strategic project(s) of various complexity and significant cross-functional impact with multiple internal and external stakeholders.
  • Work collaboratively with stakeholders to define objectives, establish success criteria, determine resource needs, build implementation plans, and manage project risk and timely escalation to executive leadership. 
  • Develop project work plans, manage, and coordinate projects to include leading team activities and managing day-to-day operational aspects of a project. 
  • Establish, continually monitor, and report on key performance indicators (KPIs) related to project implementation, outcomes, cost effectiveness and operational efficiency. 
  • Identify risk points and propose solutions; appropriately escalate issues that jeopardize the success of projects to leadership as needed.
  • Work closely with clinical leaders to ensure project outcomes align with client care and operational goals.
  • Use data analysis to identify areas for improvement in clinical and operational effectiveness, implementing solutions that drive better client and operational outcomes.
  • Document existing operations or workstreams and analyze potential changes to maximize coordination or efficiency.
  • Interact closely with multiple internal and external parties, including vendors. 
  • Leverage communication and influencing skills, conflict resolution and stakeholder management, communication with all stakeholders, fostering relationships and promoting positive culture.
  • Utilize and leverage change management methodologies to help guide, equip and support individuals and key stakeholders as they adopt process improvements.
  • Develop materials as needed to support agency negotiation in effects bargaining with the union related to the implementation of projects or process improvements.
  • Participate in agency strategic or operational planning activities.
  • Bring forward opportunities and ideas for continuous improvement.
  • Utilize own and/or agency vehicles to travel to various MCCFL and community locations, project sites, and attend required meetings and/or trainings.
  • Regular and reliable attendance; professional communication with all contacts; maintain confidentiality.
